If you are trying to find someone who can knit you a sweater dress, I would recommend checking out a knitting forum or online community if you cannot find anyone locally to hire. Knitting a sweater dress (or any type of garment) is time-consuming, so be forewarned, it most likely will not be cheap.
If you are interested in finding a sweater pattern, there are some good online knitting specialty shops that just patterns. Your local craft store should also carry various patterns. They are most likely to be limited, but a good place to start.

You can find a pattern for a dress or if you have a particular sweater in mind just make it from the bottom up to the sleeves. Buy more material than you think you will need so you will have the same color and if you have any left over return it to where you purchased it but make sure you keep the receipt. If the sweater has ribbing at the bottom of the sweater just cast on the yarn and go to the pattern rows.

Your local yarn shop might also know someone locally who knits for money.
Or they might be willing to put up a small notice of you asking for such a person.
