When the question 'opens your eyes' to a new idea or new way of thinking. If a question can create a "paradigm shift", then the question is more important than the answer.

Questions... are a quality of that of a student.
Answers .... are a quality of that of a teacher.
When you become a student again... can you then realize HOW important the question truly is. Your answer that you get OUT of that question, determines how well your question is designed or asked.

When a question comes from a GREAT person like SOCRATES, it is ALWAYS very very & much much more important that the answer it begets !
The justification, for this, can be understood only by a person who has a 'bit' of that "socrates like quality" within !

When it provokes thoughts and encourages others to think. A question could be a rhetorical one that does not require an answer but is rather a statement in itself.

when it inspires them to feel
when it makes them realize some things they may not have even considered before
when it evokes reflection...
when it is beneficial to the answerer's consciousness
and well being....

In that state I believe it is because you do not understand the profoundness of the question. So you answer the question based on your understanding or level of learning.
Pilate asked Jesus "What is Truth?". Pillate did not understand that Jesus Christ is Truth.
