What is the correct way that an employer should tell someone that they didn't get a promotion?

My boss told me face-to face behind closed doors.

But then, my boss called a staff meeting to announce that an outside person was chosen. I was hurt because the meeting dragged on, and then my boss decided to discuss details of a holiday party. I think that staff meeting should have been much shorter, so that I could have gotten it over with quickly.

well you shouldn't worry about not getting the promotion because it just means to work harder then the person who got promoted to prove that you deserve it more than the person who got the promotion.
