I'm especially wondering about how a boss should tell the rest of staff about who was hired. I was passed over for a promotion, and my boss called a staff meeting to announce that an outside person was chosen. I was hurt because the meeting dragged on, and then my boss decided to discuss details of a holiday party. I think that staff meeting should have been much shorter, so that I could have gotten it over with quickly.

A staff meeting is a perfectly resonable way to tell everyone who got a promotion. That way everyone knows.

I'm sorry you didn't get the job you wanted. That stinks!
It was an appropriate way to announce who was posted for a position. Especially if he or she didn't say "Here's why John wasn't chosen." Then it's just an announcement and everyone walks away thinking OK, they chose someone else who was more qualified, no big deal.
Figure out your next move. Learn from this new co-worker, and talk to your boss about how your skills can benefit the company, by having a plan in hand and an outline of the job you'd like to have that can benefit them. Make sure they hear that you like working there and that your plan can help them succeed as a company while advancing your career. good companies don't want to lose good employees.
If it's a place that has a very structured organization where they only fill open opportunities, find out what skills you can improve to better your chances the next time a position opens up. Good luck!

I think a staff meeting is a reasonable way to announce who got the job.

On the other hand, you should have been informed (politely and courteously) that you'd be unsuccessful before the general announcement.

Sounds like your boss is perhaps a little insensitive, but there's plenty worse out there.

I think the supervisor (I hate the word "boss") should have taken those in the company who applied for the promotion aside separately and told them first - each alone.

Later, he or she could have a meeting and announce that the position was filled by an outsider and talk about the party.

You do this kind of thing face-to-face with the employee, before making any announcements at open meetings, especially meetings the employee may be present at. Your boss apparently hasn't the tact that goes along with his/her leadership role.
