That varies from one school to another. You do have some say regarding your room-mate. It's not much of a say, but you do have some. If you have a friend going to the same school, then you can both apply to be each other's room-mate. Though I don't advise it, you might also be such a bad room-mate that you are removed and placed in another room. Generally that's a bad idea, but it is an option.

if you post an ad specifying a racial preference, then that's illegal and you could get in big trouble.
How are you seeking a roommate? Post an ad on craigslist saying you have an opening for a roommate, then set appointments to show the place to interested people. This is also a chance to meet them and see if you feel comfortable. Then you make offers to the people you like best. At this point, if you want to only make offers to people of a certain race, well, there's nothing to stop you. From a legal standpoint though, I'd highly discourage you from telling anyone why you are choosing certain people over others - discrimination in housing is very illegal.

You cannot decide based on race, sorry. I really would like to know why u dont want a white roomy though. Seems to me u do have something against it. To each there own but seems to me i smell a racist

Take it up with whoever is in charge, or see a school councilor might be a better option if this is a school you are talking about.
You will need to explain your personal reason to them though, otherwise they will assume you are being racist and refuse.

you can file a complaint, and i think you can request a certain person, but if its something like the color of their skin, the housing board wont let you switch
