It is a myth that it isn't safe, as long as you put paper around it inside the envelope so the money can't be seen from the outside.
I base this on how often I mail something and it doesn't get delivered, or someone mails to me and I don't receive it.
In my entire life this has only happened two or three times.
That's pretty good odds that the money will arrive safely...but not TOTALLY 100% sure.

paypal... but through mail i would only send a check not cash because it isn't that safe

It is as safe as folding it up like a paper airplane and flying it to its destination.
