Un Restricted Submarine warfare. Many innocent civilians and Merchant Marine Sailors from Nuetral countries were killed by German U Boats this is the 1st thing that comes to mind!!!!!

An example of the threats is the sinking of the ship Lusitania, a passenger ship returning from the U. S. on route to England. The commander of the German U-boat knew that is was a passenger liner that posed no threat to the Germans and yet torpedoed it anyway. The passengers were Europeans and Americans, not Germans.
