The entire rule is: I before E except after C, or when sounded like A as in neighbor and weigh. Exceptions include science (in which the I and E are in different syllables) and words of direct German or Yiddish origin, such as "stein" or "Einstein."

That rule only applies when the e-i or i-e combination is a diphthong, with both vowels pronounced very closely together, not as separate syllables.
A lot of rules of English spelling are imperfect because of so many words borrowed or adapted from other languages.

The rule is 'i before e except after c - but only for the sound of ee', as in believe, chief, receive, conceit.

The exceptions are: weird, counterfeit, seize, caffeine, protein.

The word science does not have the sound of 'ee' so it does not count.

Get it?

Its been a long time but if I remember right, and cant remember if the word science is a noun or pronoun, and also if a word like receive is an action verb or verb, but that rule does not apply to Nouns,

So true. Did you know that the English language is the hardest language to learn because of all these laws and exceptions to them? ;)
