You lose most of your body heat through your head, so wear a knit beanie, a hood, or at least earmuffs, unless you are a student at a school that doesn't allow them.
Wear a turtleneck or scarf, to stop losing heat from your neck.
You also lose a lot of heat from your feet, so wear good socks and athletic shoes instead of flats or sandals (I have seen people wear flip flops in winter).
Wear a lot of layers. A cami, long sleeve shirt, and sweater or jacket (or both in very cold weather) will keep you warmer than just a T-shirt and sweater. This is because every layer traps a layer of air to insulate you and keep you warmer.
If you do all this and are still cold, wear some gloves. Eat a hot breakfast to warm you up. If you won't get too hot throughout the day, you can wear long johns under your pants.

After wearing all additional clothings and having hot beverages and meals, why not try some simple exercise?
It is real simple and will not take much of your time. This idea was suggested to me by a Japanese friend, when I almost froze to death after taking a bath in his house last winter.
Stand straight with both legs close together.
Bow as Japanese do all the time making sure the bow must be at least 90 degree.
Hold the bow for few seconds before standing straight again.
Repeat this bowing motion a few times and your body will warm up very fast.
This has something to do with the blood circulation/flow thing.
I've done this many times and this works for me all the time.
Best of all, it didn't costs me anything.

Do you go to bed with socks on? Studies have shown that this is a healthy thing to do and you'll wake up warmer.
