Math homework question! Help, anyone?

Question

There's two problems. Oh and these are "Explain your thinking" problems.

1. How do you tell if 2 ratios form a proportion or not?

2. What is the percent proportion? Tell how you can use it.

Thank you so much for those who are will to help me! Oh, one more thing, these are 7th grader questions so bare with me. XP

If two ratios, written in fraction form, are equivalent, then you have a proportion. e.g., 1/2 = 2/4 is a proportion. (You would say "One is to two, as two is to four.")

A percent proportion is just the ratio, written as a fraction, converted to percent. A ratio of 2:5 or 2/5 is equal to 40%.

I will bear with you, but I won't bare with you. I could get in trouble for doing that.
