Air is a far better insulator due to its lower density.

Okay, insulator has 2 different meanings...
1)Electric- Air because it is much more sparse, therefore not giving the electrical charges the distance they need to travel.

2)Heat- Water, because of it's density, it'll take both time, and excessive heat to change the temperature of water (this is because of Specific Heat).

Water.

The tempeture of air changes way more than the temp of water. hence lakes not being frozen even though its 32/0 degrees out.

If i had to guess why i'd say it has to do with the hydrogen bonds in water. for the water to heat up and become a gas the hydrogen bonds need to break. where as air molecules are already seperate molecules. Not sure bout the explantion though

Distilled water would be the best, as without the minerals found in water, current will not travel through it, where air has enough impurities to let electric current move.

air is a better insulator or a worse conductor because there are fewer molecules to transmit heat in air.
