The transition metals in the 4th period can have a 4s2-3dx setup, where x is an integer between 1 and 10. However, this really is NOT an exception to the octet rule, since that governs filling up the p sub-shell at the same period level as the s sub-shell.

I think its like sulfur, phosphorus for sure. elements in row three and below i believe in the non metals. not quite sure though
