Well, the grammar on the questions is a little off - they should be phrased as such:
Do you need to use a car seat for your child?
Do you have to use a car seat for your child?
Is it necessary to use car seat for you child?
Is it mandatory to use car seat for your child?
All of the questions are very similar in meaning and could probably be used interchangeably in most situations.
Questions 1 and 3 to me imply a somewhat more personal necessity, where as questions 2 and 4 imply an external requirement, such as a legal mandate. Questions 3 & 4 are phrased slightly more formally.

Here's the way they should read:
Do you need to use a carseat for your child? (You might need to use A carseat because they are young).
Do you have to use A carseat for your child? (You might have to use a carseat because the law requires it in your country.)
Is it necessary to use a carseat for your child. (could be necessary for either of the above two reasons).
Is it mandatory to use a carseat for your child? (Means, does the law require it?)
Hope that helps, but remember you have to say a, if you mean any carseat, or the, if you mean a specific carseat.
And most people would probably spell car seat as two words.

They are actually very similar, and the diffferences are semantics. You could interpret them all in the same way, or just slightly diffferently.
Do you need to use carseat for your child? This sentence is aksing about your own need - do you need to use one.
Do you have to use carseat for your child? This sentence is asking if you are required to use one.
Does it neccessary to use car seat for you child? Do you think you have to?
Is it mandatory to use car seat for your child? Is there a law that says you must?
