My landlord is receiving mail at my home without my permission. When I am not home he is using his key to to into the mailbox. What can I do and what does the law in California say?

I don't think he can do that in any state. He shouldn't even have a key to your mailbox. Consult a lawyer. It will be worth the cost.

Read your lease. It may have a clause regarding mail being sent to landlord and you holding it and turning it over when asked. But he should not be going into the mailbox.
Have you asked him about the situation? Just put a note in your next rent payment. Ask him to install a second mailbox or get a PO Box.
Everyone wants to ask what the law is, sorry to laugh, but like there is some government agency that is concerned with your mailbox situation.
If you were to turn him into some agency, you can just pack your bags and kiss your deposit goodbye.

I don't know about California State Law- but I think the United States Postal Service might have something to say about it! Give the Post Office a call- & see what they say. Your Landlord's behavior might fall under the heading of "Postal Fraud..." So check it out!

You can report him to the postal inspector.
