The bubbling is from formation of carbon dioxide gas CO2. Vinigar (or acetic acid) displaces the bicarbonate from the sodium. So you get sodium acetate (in solution) water and carbon dioxide.

CH3COOH + NaHCO3 ---> CH3COONa + CO2g + H2O
