The US decided to make a late entrance into the colonialism game (which had, really, by then virtually ended), by retaining to itself some of Spains former posessions, including the Phillipines. Considering that intimations of freedom for the Fillipino people had beem made to secure thier aid in defeating Spain, 'betrayal' was certainly an apt characterization.

Of course, by the time WWII rolled around, 'abandoning' the Phillipines to the Japanese was also a 'betrayal.'
