Here it is used as an adjective meaning strange or unusual and not normal. Eccentric is also a noun. Howard Hughes was a well-known American eccentric. Eccentricity is the state of acting in an eccentric manner.

A person who is eccentric is often called an eccentric, among many other things.
If you are talking about geometry, it is eccentricity, which is a measure of how much something deviates from an ideal form. Deviation can be a synonym for eccentricity.

eccentricity is a noun, it is also a state of being and is also a mathematical term not related to the function of acting weirdly
eccentric is also a noun and an adjective.
I am not fond of adverbs so i will not suggest any.

'Eccentric' can be an adjective or a noun (as in "That man is eccentric." (adjective) or "That man is a bit of an eccentric." (noun)). The noun for the state of being eccentric is 'eccentricity'.

Hope that's clear.

I've seen "eccentric" used as a noun. For example, "The dilapidated house on the hill is occupied by an eccentric."
