If you use your own cell phone, then it can be traced, even if you throw it away they will know that the call was made through via your phone. Cell phones can be traced.

If your planning on doing some thing illegal, you may not want to do it, since most people get caught. Modern technology is so advanced that you most likely get caught.

All phones (at least produced now) are equipped with E911, an ability that, when needed, will triangulate the phone's position based on its responses to nearby receivers. That is used by emergency services to find people who get lost and can call.

That can also trace your phone to wherever you are. Go chuck it off a cliff if you're so concerned about the police tracking you.

Or, you can find a very old phone (I'd say pre-2000s) which will not have E911.
