The US government has not learnt its lesson from Vietnam that it should not break international laws and treaties, or violate the UN charter just for its own benefit, or for a "political moral high-ground", especially when they are morally corrupt.

So someone is saying that the US Govt under Kennedy and Johnson were corrupt.
