A map is a model of a portion of the earth. The scale is the "ratio" that the model presents.

For example, a map with a scale of 1" = 1 mile, every inch of the map represents one mile on the ground. Other maps use different scales showing the true numeric ratio, like 1:1,000,000; meaning one incch on the map represents a million inches on the ground.
