Call a local gun store and ask them the proper procedure for private sales. You still have to be eligible by federal law to own a handgun even if it's purchased from a private individual. If that's clean, GET A RECEIPT with the serial number, date, and purchase price on it and his printed name and signature. If there's any question later you are covered by doing the proper receipt "paper trail."

That's illegal. Why do you need a semi automatic handgun? If you're on the up and up and want a gun for protection, go to a gun shop and buy one legally.

im from wisconsin, where we don't need licenses to own guns. i s'pose you'd want to check the laws first, but there are no laws requiring you to register a gun, and only certain states require a license to own one. you can totally buy the gun for cash, but just make sure you have the license first if the state requires it.
