First a US citizen can not travel to Cuba without a special license because of the embargo.
Check the Governmental website www.treas.gov. This is the reason why there are no direct flights between Cuba and the USA. Some US citizens travel to Cuba via Cancun Mexico or Toronto Canada. This is illegal and you can be fined up to 10 mil.$ when returning to the US.
