California doe snot handle this at a state level, but county. You need to contact that counties Housing Authority office.
They will explain the qualifications and waiting period to you. It may be over 2 years, but I am not sure about that county. I would expect it to be long since so many people live there and work in SF.

Some areas are not accepting applications for Section 8 any more due to long waiting lists. You do not just apply for Section 8 and it is granted, there has to be some sort of hardship that you cannot get a job and pay for your own apartment.

It is not that easy. My disabled son is on the waiting list for section 8 housing in New Hampshire. There are over 5000 names ahead of his on the list and he has been on the list for 1 1/2 years. The average wait is 5-7 years.
You should get your name on the list but look for ways to find low cost housing on your own and also look for ways to increase your income.

Your question is a bit vague. Do you want to live in section 8 housing or do you own rental property?
If you want to live in section 8 housing you need to find usually at HUD or through friends what apartments have this.
Then you have to go to the rental office and give proof of income or lack of it and you will be put on a waiting list at this property. You must do this at each property.

first of all apply for a JOB....second of all if you got the strenth to walk into a walfare office....you could use that same enegy on a job...SORRY... if you any dissabled...good luck in ur freeby search if ur not !!!!
