No, back in the 80's they made it 18 for a while, thinking if they scared kids with aids and didnt let them buy condoms they wouldnt have sex.
Didnt work, they multiplied like rabbits AND got aids.
They removed the age limit probably before you were old enough to know what sex even is.

California here and no you can get them at any age. Also you can go to planned parenthood and they will set you up with options for free
