It's on the bottom right side of the bumper here, but sometimes it's on the left. It's been bugging me, and resurfaced on my way to work today...

For the tow hook. Take off little cutout and screw in the tow hook.

In Europe there is a requirement for front and rear tow hooks. Look at any MB or BMW or VW and you will see either a little hatch that covers the screw receiver, or on my VW the front reciever is under the lower passenger side grill. If you look in your tool kit, or near the spare tire, you should find the other half of the hook, or eye in my case.

It seems like when I took off my wife's BMW rear bumper last year it had a few of those which contained a screw or bolt that helped hold the bumper cover in place among with other fasteners around the wheel wells and under the car.

It is for in case you need a towing, this is where they connect the chain to the car to pull it up. All cars have it, it is just more noticeable on a BMW.

It's a cover that hides the towing eye (hook) receiver.

Your tow eye is located in your tool kit, and if you ever need a tow, this needs to be screwed into the receiver.

USAGUY is right. It is for the tow hook. If you open your trunk and access the toolkit in the trunk lid, you will see an oval item with a threads on one end. This screws into the hole behind that cover panel.

jmiller: googling that 2nd paragraph you found shows that it refers to a Cadillac convertible.

It's for towing in case your car needs to be pulled out of a ditch for example.

Most cars have that these days. It's a way for someone that's locked in the trunk to get attention. From inside they can knock it out and stick out their finger or something and get attention. Some cars have inside release levers and some has that or both.

EDIT: I found this....

On the left side of the rear bumper there is a small square knockout piece. Pop out the square piece and insert the key (the only key that you receive with this car) into the key switch hidden behind the bumper. This will allow you access into the car’s trunk
