Lower house (house of reps) is elected differently to upper house. Each seat in lower house represents one electorate. This means only the member with most votes wins the seat, meaning that the lower house tends to be very diffucult for a minor party to get into. Lower house makes all the policy & rules that govern the country, gets elected every 3 years.
Upper house (senate) is proportional voting - if minor party gets 10% of votes nationally, they get 10% of seats in senate, so it's possible for minor parties to get in. The job of upper house is to review legislation and review the honesty of the government. They have half-senate elections every 4 years.

The lower house is called the house of representatives, the political party who get the most votes or winning candidates (MPs) from the house of reps election will control the lower house and will be the government, they create and modify new and existing laws basically.
The upper house is called the senate, senators are voted in the same way at the election as MPs, but their job is more comoly know has the house of review, they must review and endorse of reject new laws that are created by the government in the lower house.
This is a very simple understanding of the Westminster system which we in Australia adopted from the British system of parliament.

The same as the Titanic, which is possibly the reason for the question. the lower classes were kept away and below the upper classes, the entertainment and nenu's were different, the rich seemingly were allowed to man lifeboats, some half full, this was through panic and the lower classes not being notified as early as the upper classes. Now, we still have the rich looking after the rich, (mp's, judges etc) and the working, and poor trying to look after themselves, not much change really.

The upper house is the House of Lords, the lower house is the House of Commons. The House of Commons has the
power because they are elected, whereas the House of Lords
is composed of aristocrats whose offices are hereditary.
