Heather is
two-thirds as old as she will be
(eight years before she is twice as old as she is now)

OR
Heather's age = x
'twice as old as she is now' = 2x
'eight years before 2x' = 2x - 8

So the formula to use is:
x = 2/3 (2x -8)

-- multiply both sides by 3
3x = 2(2x-8)

-- mutiply it out
3x = 4x - 16

-- subtract 3x from each side
0 = x -16

-- add 16 to each side
16 = x

Heather is now 16

double-check --
16 = 2/3 (32 - 8)
2/3 (24) = 48/3 = 16

Heather is 6.

(2/3)(x) = 2x - 8
2x = 6x - 24
4x = 24
x = 6
