Chain mails. They are sooo annoying. That thing you are asking about is most likely a false announcement. Why would Bill Gates and Microsoft do that to start with? As one of the posters said, it would be all over the news and media. Seriously, people have to get a life and stop making pointless chainmails that just get everyone mad.

Delete it right away and do not send them any info. This a major scam. It is either identity theft or they are looking for money to continue their bogus transaction.
