This statement means that you should not do something that would personally put you in a vulnerable position. For example, you should not try to give orders, when in truth you are or were (just a second ago) not too sure what to do yourself. It basically refers to empty or hollow or otherwise "dishonest" attempts at feigning bravery or an "I'm better than you" attitude (the reason is because..to do so would put them in a very risky situation..because once they are found out...they will find themselves feeling very vulnerable (aka when the people who got stoned find out the person throwing the stones lives in a glass house!)

The other answers are very good, but what does it have to do with Glass Houses?
If you have a glass house and throw stones at others, they may throw them back and destroy your house. If you point fingers at others (throwing stones) and you live in a glass house, you better be perfect, because they can see everything you do.
