He was born and raised in the US. He lost his ID. His birth certificate is an original, and has some immunization records on the back, so the state of colorado DMV will not accept it. He needs ID in NY to get a new copy of the birth cert, which he cannot get without the ID... Can anyone see the way out of this loop?

He does not already have a passport or an ID to obtain the birth certificate, or this would not be an issue, thank you.

I went through a similar thing as I once lost everything in a fire. Everywhere you turn you need this or that document to obtain the other one. But you can't get the this or that since you need the others to get the first ones. Inmy state even if they take the birth certificate you have to show a photo ID. Arrgh!

You might try working your way up the DMV chain of command as I would thing that there would be somebody who would accept the certificate.

I ended up taking the passport route...... read this carefully.
http://travel.state.gov/passport/get/first/first_830.html
Someone who knows you can sign a form saying they know you and this can substituse for a picture ID.

In gathering the "pocket clutter" like lease agreements, utility bills, a library card, bank sate ments and all of that I learned a few things that I ended learning about a few other avenues.

One thing I did was go to the actual county office that issues voter registration cards.... which requires no ID. I mentioned my predicament to the nice old ladies there and they suggested I call this local or that state politician (they seemed to know them all) and they said that I would get help. I called a few and they indeed offered to help but I had already figured out the passport thing. They seemed disappointed that I had already figured it out.

Later thinking about it it all made sense. Think about it...... some politicians want to give IDs to illegals but a US citizen can't get an ID.

It was suggested that I call some TV stations...... again w. the same angle. I was that frustrated. Some were all over it but again I had already worked it out.

Again the passport avenue is probably the best way to go.

I can't get my NY State, non-driver ID, & here is all the ID I currently have.
2 types of birth certificates, Social Security Card, a parent that has ID/current drivers license, note from a doctor who has known me for more than 1 year, X-rays, prescription medication bottles, court records from a lawsuit, selective service card, 5-6 credit cards, a G.E.D., certificate of completion, for college accredited course, my expired drivers permit & 2 expired drivers licenses, experienced NY State security guard license, old library card, old college ID card, old city/county Sheriff/Police ID card, life insurance annuity policy, annuity payment check, numerous items of mail, titles to 2 former cars & 2 former ATVs. I am still 2 "points" short. Ultimately I had to apply for a passport. What a bunch of BS. The American people should sue & boycott the DMV.

sounds bogus to me, but if not, then ask the NY folks how to get a new birth certificate. I am sure this comes up all the time.
