1. They could scare many not to show up because something bad could happen

Greetings. it does not require one to be psysic to know what a con will come up with. and the word con I use in for confidence man or con artist and not conservative. uncorroborated? means they just created it out of whole cloth and have no evidence that it is real at all. just more propaganda. But if you check you will find that people actually are psysic to a certain amount. For example you may get a sudden urge to not do something, like turn at the next corner, ignore it and a semi goes out of control and you would have been right in front of it if you had turned. Little warnings or premonitions come to all of us but most people simply ignore them, and die as the result. That happens in war a lot. Happens to civilians too of course. But is never mentioned when it is ignored.
