but did not have enough details to prevent even though they had one of the perpetrators, can the families of the victims sue the government for limiting the means by which the proper authorities could gather the needed information that would have stopped the attack? In other words do the authorities in charge not have the obligation to protect their citizens regardless of the cost to those planning the attack?

The Christian view is that the governing authorities are placed there by God's permission and they are answerable to him for how they raise/spend taxes, deal with law-breakers etc. We are to pray for those in government, especially that their good rule will enable to gospel to be spread abroad freely. If the government fails to protect us, we are to forgive both them and the terrorists. 'Vengeance is mine. I will repay, says the Lord.' Financial compensation is a pathetic idea. It's peoples' hearts and minds that need to be dealt with! Prayer is the vital thing for Christians to engage in, to combat powerful evil forces, especially those in heavenly places.

No body gets to sue the government. You can however sue the family of the perpetrator for damages.
