While such ordinances exist in some places, the fact is that "if" any hotel owner wanted to go to the hassle and expense of challenging them in court they'd win.

Local governments have long taken the position that "commercial speech" isn't entitled to the protection of the First Amendment the way political or artistic speech is - but the courts have not generally agreed.
