The parent, whether solvent or insolvent, may relinquish to the child
the right of controlling the child and receiving the child's earnings.

Under US law a parent is actually the recipient of a minor childs income. If your kid goes out and gets a job, you're within your rights to keep all his pay for yourself.

The statement above says that a parent is allowed to give up that right, and allow the kid to keep his own earnings, and that if a parent abandons a child, he's presumed in law to have given up the right to keep the kids income.
