My rabbits cage is cleaned daily, and I have used differnt kinds of bedding. The rabbit was given to me about a year ago, and the woman I got him from said his feet got that way when she had him.

Rabbits don't have pads, tehy should have fur on the bottom of their feet. There are many different causes of hair loss, including an allergy to something - I see that you have used different kinds of bedding, if you are using pine shavings, these can be harmful to rabbits.
If he is in a wire cage, with wire mesh on the bottom, this could be injuring his feet, so you should cover the bottom of the cage with a wood board so his feet are not in contact with the wire.

Do you mean the heals? or the whole foot?
If it is just the heal or Hock then there isn't much to do but provide soft thing for him to sit on. No carpet but blankets can help.
It it's the whole foot then you should go to a vet.

you mean like his pads?? Cause there is never hair on them
