It does not really mean anything. The owner may have lost possession of the property through an illegal act, say like if you went on a long vacation and returned to find someone had moved in.

To gain possession of something that was not yours is called conversion, I am no lawyer but sometimes it is a criminal act, like finding a bag of 10,000 dollars by the side of the road with a banks name written on it. If you keep it , it is considered stealing.

I believe the saying is "ownership is 9/10 of the law".
It means if you own something the law is solidly on your side if someone tries to take it away from you.
