neither...accidents happen and if there is any punishment I think it should be that the boy has to go with his parents and volunteer at a Burn center or something along that line. All kids do stupid things at times, you know we all have, and I am sure he is sorry as ever for what he did. and I speak from experience, when my son was 6 he was playing with matches that his sister had in her room and caught our home on fire. Our pets died and the home was a total loss, 3 years later we are still rebuilding but NEVER once did I make my son feel shame for it.

Make the parents and their son pay for all the damage they caused. If they cannot pay, then send all three to prision and put them to work there. Any money they earn to go towards their debt. Only release them when the debt is fully repaid.
