Photoshop effect to change people into realistic cartoon?

I seen some pictures online that have obviously been manipulated on photoshop, but I can't figure out how to do it. The pic are of real people that kinda cartoonish, but still look realistic and high detail on the skin. Does anyone know the tutorial for this effect?

The effect that's been used in those images (to some extent) is a PS Filter called 'Plastic Wrap', but they're both loaded with other effects and filters and have taken a lot of work to produce, so no, there's no simple tutorial for producing something like that.

I don't see anything "cartoony" about either of those images.
