If he is flying on a plane he doesnt necessarily need a Gov't ID. If he has two forms of ID of anything that will work, but since he doesnt have the Gov't ID he will just be designated a selectee when he checks in. Also if he goes to the DMV and gets a ID like a license they should issue a temporary license and its a piece of paper that would work. Also a social security card, or any other thing that would be issued by the city or state he lives in or the federal govt
I work for the airlines ran into this a couple times.

The DMV is going to be by far the fastest way. If it is going to take too long because of the time it takes to study for and pass the driving tests, get an identification card instead of a drivers license.
Government issued IDs are things like:
Drivers license or identification card issued by the state.
Military ID card
Passport
Green card

Well, I got my state ID from the DMV. It arrived about a week and a half after I went and filled out all the paperwork and whatnot.
It doesn't take that long, unless there's a reason he can't get an ID.

The State is the only source for an official identification card other than a Passport which unlike a State ID is legal tender around the world.

The three primary government IDs are the drivers license (or ID card), US passport, or military ID. A DMV ID is he easiest to get. State issued food handler's card, alcohol handler's license, concealed weapon card, etc. rarely have a picture associated with them.

In Wisconsin we just go to the county courthouse, get a Valid birth certificate, follow the instructions of the clerk and get the state sanctioned ID

Regardless If he/ she is US citizen or citizen of a foreign country, the Passport is the best form of Identification whenever someone's wishes to travel.

Legally, no.
It's not hard to get a State ID. You just need your birth cert and SS card.
Go early right when they open, it should not take long.

My boyfriend has flown all over the country with no ID he carries a birth certificate, and they just search him. I recommend carrying on as little as possible, so the search goes quicker (as an example, I carried all our electronics).
