I'm wanting to make a jacket to wear to the Hannah Montana concert however I don't want to pay a penalty for using a picture with a copyright. Any suggestions? I only have a little bit of time before I need to get this project going-Thank you for all your help:)

Any artwork, like embroidery you create by hand is not restricted even if a photo is used as the inspiration. However i think you plan on making a mechanically reproduced copy of a photo. To put that on your jacket is "fair use", as long as it is intended for your personal use. That is no different than say attaching a photo button.

To make jackets for distribution and sale would require a "license".
