It is "swift boating" when somebody hits below the belt in politics.
For example, how the Bush people pushed around rumors that John McCain was brainwashed by communists and had a black bastard daughter from a prostitute.
They pulled this crap back in 2000 during the South Carolina primary.

But I think you're confused, and you really meant to ask about "swift boating".
Swift boating refers to slander meant to hurt a political candidate's chances of getting elected. It became a part of political vernacular in 2004 when Presidential candidate John Kerry was accused of not earning his numerous medals he received in the Vietnam War. Despite the most reliable sources confirming he did. The false allegations had enough of an impact to apparently cost Kerry the Presidency in a close election.

During the Bush-Kerry elections a group called Swiftboaters for Truth, made up a pack of lies about how Kerry got his medals. They flat out lied and repeated the lie so many times people believed it.
Now when there is a relentless barrage of lies about a candidate it is known as swiftboating....lie after lie, after lie that ruins a reputation.
