Putin is in the middle of reversing the Democratic reforms that were made in Russia during the 80s and 90s. He is a former Soviet KGB guy, and his goal is to take Russia back to a Soviet style dictatorship, which him in control of course.
He sees the U.S. and its western allies as his primary threat in the forseeable future and thus would like to align himself with other countries who oppose us.
He would like to strengthen Iran because a strong Iran will be a continual thorn in the side of the western countries and also will be a great trading partner for Russia. Additionally, he knows that since both of their countries have a lot of oil, that together they can weild significant influence on world oil prices.
So, if the cost of friendly relations with Iran is allowing or even helping them in their nuclear ambitions - so be it.
And ultimately, Bush's utter incompetence and foreign policy blunders are what created the conditions that are making this unholy alliance possible. I believe Bush's mistakes will haunt the U.S. for the next 50 years.

Putin is trying to restore the old Soviet empire back to the good 'ole days. He is playing tough guy.
Russia, like many in the U.S. realize that the UN is irrelevant as long as it issues "time-outs" to rogue regimes like the current one in Iran.
Don't worry about getting an international consensus opinion. It is irrelevant.
