Well, if a question has been asked there are always more questions that follow. If someone is asking for relationship advice it is a great way to get the person who asked the question to think about their relationship from a different view.
You learn by asking questions.

Some of them are rude like the ones who just answered your question with a question! Others need more information

Usually because they feel that the question lacked clarity, or because the answer requires thought. It may also be a way to avoid being taken down by abuse nazis which seem to run in packs these days on YA.

They ask the question strategically because the best way to teach something to someone is to give them all the facts and them come to the correct conclusion. And sometimes the fact that you are stating something in the form of a question has a different, and someotimes more meanful, way about it.

I do it so they will ask themeself items that they have left out in the questions.
most people asking questions neglect to supply all the details that are needed for a question to be properly answered.

In this way we are "teaching you fish" and not just giving you the fish.

Three Reasons I could think of:
1 - The person does not know how to answer the question so he proceeds with another question.
2 - He doesn't like the question or he finds it non-sense so he throws something similar back
3 - He wants to know more details about your question.
