Not always.
Often their leadership is corrupt, corrupted by the West, corrupt on absolute power, corrupt and drunk on their own ego.
The poor countries also have very wealthy too.
I'd argue the problem basically is too many people- not enough resources to share about.

India will never lift its 700 million poor out of poverty- the costs are simply insurmountable and the will doesn't exist.
To truly abolish poverty- indivdiual liberty and property ownership must be surrendered- as we have seen in China and Indonesia.
Indonesia under a dictatorship had far fewer poor han today under a democracy. Most developing nations ,lackk the sophistication of the largest popultion segments to truly handle the rights and responsibilties of liberty- after all Liberty is truly a Western European concept and Jeffersonian precepts simply "do not compute"- it conflicts with far too many of their traditional habits and customs.
For example- free speech it's impossible to critique religfion in most poor nations- why? Because iot may lead to offense, which leads to conflict whcihcan spread to outright instability.

It's very very complex- I lived throughout South East Asian for ten years and saw incredible wealth and terrible poverty.
Imagine a person 'living' on less than 50 cents per day?

What can we do? Give them money- it can't heal all the wounds or problems. The underlying causal issues are all far deeper.
Give them food? They become non-self-reliant, it destroys agriculture and depresses native food prices.
The only way is through education and training, and of course sensitivity and patience I feel.
Poor pople aren't necessarily stupid, ignorant, lazy or backward- they have to be treated and recognised as equally valuable people able to contribute. What theyb often need ios to be shown and instructed- in a respectful manner, a smarter way of working, rather than a harder way.
Population control, better basic health, access to safe drinking water, a clean environment, adequate nutrition, useful education, numeracy, literacy and self-respect are all key to eliminating poverty.
This kind of UNDP/UNICEF/OxFam, approach work best.
Teach a man to fish.
