It is a very basic (European) Philips/Whirlpool model of stove and I don't see anything that can be adjusted. The flame on all the elements is high and orange at the tips, so I'd like to turn down the amount of gas coming through if it's possible. Any suggestions?

not familar with this type, from the us, but most have a regulator for the stove, look where gas line hooks up to stove, (or adjustment screws for each burner.

Orange could be a sign of mineral deposits. try cleaning the burners and the intake tubes (where the gas goes, after it flows through the burner valve.

Also, some stoves have adjustable combustion air intakes (old models) the can be adjusted to get the proper flame (gas/air mixture)

I think all stoves should have a regulating system without which it should be an error in production.but that not withstanding find out from the Philips/Whirlpool if difficult.But there should be a turner which increases or reduces gas flames;Turning clockwise should be reducing while anticlockwise should be increasing.
Having yellowish flames should be indicative of paticles of food or sticky substances on the tips which need to be properly cleaned with a n iron sponch.

Pull the knobs off. Look through the hole and see if there is a screw that will adjust the burner.

call phillips, messing with gas is very dangerous!
