I have an image and I wanting to give it the appearance as if a "beam of light" (or anything ghostly looking [orb]) has flown by.....
kind of like the effect you see at this link:

The Ebay examples you gave could be easily done with just the Brush Tool.
1. Choose the Brush Tool (or type B).
2. Set the foreground color to white.
3. Set the Brush Opacity to around 50% (adjust as necessary to get the effect you want).
4. Start drawing on the image (or on a new upper layer).
