Does my computer keeps downloading files even while it's on standby mode?

no, because when you put it on standby, it turns off the hard drive. The only thing that's on as far as I know is the motherboard, ram and possibly the CPU.

No. When a computer goes into standby, it powers down the display, hard drive, etc and is setting there doing nothing until you "wake it up" again.
