I visit my best friend a lot and neither of us has much money. The last time I visited her I was there for 3 weeks and we had a great time on a little budget. First of all I love you camping idea that is always fun and very cheap. What are some other outdoor things you all can do where you live? Can you hike, swim, job, canoe ect. If you all like to be outside find some state or national parks in the area or with in a few hours do a mini road trip, parks are always cheap. Bring a lunch and make a day of it!
Another thing that my friend and I like to do is experiment in the kitchen. We take this time to bake, cook some nice meals together and so on. Just like when you were kids cooking with mom it is a great way to spend time with a friend and have fun, the best part is you get a yummy reward at the end.
What about having a movie night. Go rent some movies you all have wanted to see and camp out in front of the TV. You friend is coming to spend time with you and this is a great way to have fun and do some catching up.
Go bowling, it is always cheap and makes for some great laughs. You can spend a whole day at the bowling lanes and not spend much money. Go play Mini Golf, or ride some Go Karts, you all will have a great time doing this, and be honest how many times do you go play mini golf. It will be fun.
Go roller skating or ice skating it is something different and cheap. We always have fun when we go and the only person I do either of them with is my best friend. I don’t want people to see me falling on my butt. Money wise you usually can do either of these for like $5 for a few hours. Nice way to spend the afternoon.
Go window shopping, yeah you have no money but you can go have fun trying things on and being silly at the stores. You can also make up that wish list in case you do ever get rich.
Build a fire and sit outside, have some drinks or smores. If you have a fire pit use it, ask some other friends to come over and introduce you friend to them. Make a mini party have everyone bring something. Gives you a break with other people and yet your friend is still there having fun.
Play some board games or cards. That is always fun and it gives you something to do in the evening.
Believe it or not I even help my friend clean when I am there, house work is much better when you have someone else there. Turn on the tunes, dance a round and get things done. I know nothing special but it still can be fun!
Are there any Free or Cheap museums or attractions around? Do some research on where you live and pick out some places that sound interesting or unique. The visitor’s website for your city should have all of this info. Check out their websites for coupons and the cost of the attractions. Maybe you can find an art gallery, museum, zoo or something that you all would like to do. You could even just go for a drive around the city and show your friend places. You don’t have to go in to show her your city.

It all depends upon your availability and accommodation options and their expectations. Do you want it to be a memorable experience or a regrettable experience?
All major cities have chartered bus tours if you have limited options or little knowledge of what to see. You can explore travel sites on the Internet by city or state - many municipalities would have a number of public places to visit at no fee or a nominal fee.
Could this visit offer a lasting relationship or is it just a once in a lifetime event.
I had a visit to a US family some 40 years ago on a thanksgiving dinner, and we are still friends and communicate every once in a while.

Depends, is she coming alone? If no, go with the camping, hiking trips. May be take them to a small little sea side town. look for sightseeing places that offer free entry. You can always take them for bird watching. I hope it helps. If not, Rent a whole bunch of movies, and have picnic in front of your tv. Oh yeah, and lot and lots of Popcorn with a lot of butter (not if you are low on the funds). You can also buy some indoor games to play, after all you won't be going out all the time.
