By far the best is Freak's tattoo on North Oak. Those guys are knowledgable, patient, and actually trained in art. I had my whole left arm done by Noah Moore there and Matthew Crim is a very excellent artist. He went to art school and was very patient with my friend who was nervous. I recomend them whenever I can!

Butch's is awesome. It's on 24 highway (Independence ave.) across from the quicktrip. They are clean, friendly and very talented. I know people who refuse to get their tats or piercings anywhere else.
