Assuming you are in the US, it will be very difficult. The car rental companies are tired of getting stiffed for people not reporting accidents, getting parking tickets, etc. when they rent cars. The large companies all require credit cards to rent cars now. Some smaller rental agencies may still take cash, but you'll end up paying a much higher rental and insurance rate.

the issue is liability for both accidents and violations. in the US, where it is possible at all, you'll likely have to buy the rental agency's accident and damage insurance, plus you'd best expect to pay a higher daily rate.

over here, the rental agency would be liable for any parking or similar violations the car racks up and without a credit card to charge they can't get their money back from you.

worst case is likely parking in handicapped zone which is 150 USD ticket in some cities. In others, it is both a stiff ticket and the car will be towed at owner's expense [usually minimum $200 charge].
